Ian (Toby) French
Chair

Toby French currently serves as Chair for the Delaware VOAD. He found his way to the DEVOAD through involvement in Team Rubicon (TR), where he is a Deputy Planner for the MD/DE Team. Toby has been active in disaster response since 2017 when he joined TR and has since then deployed for four major hurricane disasters (Irma in PR, Florence in NC, Harvey in Texas, and Michael in FL). He is fully trained in the Incident Command System (ICS) process. Toby authored the Initial Situation Report (ISR) for both the Laurel tornado in 2019 and for the TS Isaias tornado in August 2020 that led to TR response operations for both of those events (OP Blue Hens and OP Dover Downs). He was recognized for his volunteer work in Delaware as a recipient of the Governor’s Outstanding Volunteers Award for 2020. Toby is a retired Army Officer and retired from Federal Service in 2015, and currently resides in Seaford.

Martin (Marty) Brett

Vice Chair

Marty Brett currently serves as the Vice Chair of Delaware VOAD. I was born in Jersey City, New Jersey. The family moved to Northern New Castle County Delaware in 1956 and I have resided in New Castle County ever since. A University of Delaware graduate and an Air Force veteran. I received an offer of employment, from a US Steel firm, as a salesman for electrical products covering South Jersey, Delaware, Eastern Shore of Maryland, Eastern Pennsylvania and progressed to the position of Director of Codes and Standards. After 42 years I retired in 2016.

I was a member of National Fire Protections (NFPA), National Electrical Code (NEC®) Technical Committee for 12 years, Underwriters Laboratories, Inc. Standards Technical Panel (STP), and National Electrical Manufactures Association (NEMA).

I have been an FCC licensed Amateur Radio operator since 1971 and hold the highest-class license. I am a member of the Amateur Radio Relay League (ARRL) and the Delaware State representative to DEVOAD. A member of the Amateur Radio Emergency Service (ARES) and the Radio Amateur Citizen Emergency Service (RACES) serving as the State of Delaware RACES Radio Officer and Delaware Emergency Management Agency (DEMA) EOC EC.

I have been married for over 51 years and have four sons. My wife Adele and I currently reside in Middletown, DE.
