Toby French currently serves as Chair for the Delaware VOAD. He found his way to the DEVOAD through involvement in Team Rubicon (TR), where he is a Deputy Planner for the MD/DE Team. Toby has been active in disaster response since 2017 when he joined TR and has since then deployed for four major hurricane disasters (Irma in PR, Florence in NC, Harvey in Texas, and Michael in FL). He is fully trained in the Incident Command System (ICS) process. Toby authored the Initial Situation Report (ISR) for both the Laurel tornado in 2019 and for the TS Isaias tornado in August 2020 that led to TR response operations for both of those events (OP Blue Hens and OP Dover Downs). He was recognized for his volunteer work in Delaware as a recipient of the Governor’s Outstanding Volunteers Award for 2020. Toby is a retired Army Officer and retired from Federal Service in 2015, and currently resides in Seaford.
Ron currently serves as the Treasurer for Delaware VOAD. I found out about Delaware VOAD in2016 through my position with Operation BBQ Relief. My first contact with Operation BBQ Relief was in 2012 when I volunteered with feeding needs in Brigantine, NJ after Hurricane Sandy run by Operation BBQ Relief. I then became more involved with them and I have been the Delaware State Lead and now Area Coordinator for Delaware since 2016. I oversaw Operation BBQ Reliefs’ role with the Delaware VOAD Mass Care Feeding efforts in New Castle and Kent counties in 2017. I have been on deployments in 2018 in Panama City, FL as well as with other OBR programs like BBQ Gives Back. I have been deployed to Walter Reed Medical Center in 2018 to help feed wounded veterans and their families, as well as the Army/Navy game in 2019 feeding veterans.
Chris is currently Secretary of the DEVOAD. Chris has been employed by New Castle County for over 7 years; Chris spent his first 5 years as a Call Taker in the counties 911 center before transferring to Emergency Management to become an Emergency Preparedness Planner in January of 2018.
Chris grew up in Lancaster County Pennsylvania where he has been a volunteer firefighter for over 18 years. Chris holds certification as a NFPA Firefighter I, Firefighter II and Fire Officer I as well as being certified as a Hazardous Materials Technician, Vehicle Rescue Technician, Swift-Water Rescue Technician and as a Pennsylvania Emergency Medical Technician (EMT). Chris has responded to and assisted in many disasters during his time in Emergency Services the most notable being a 2 week deployment to Hurricane Katrina as part of the Joint Task Force Katrina based out of Camp Shelby, Mississippi.
Chris currently resides in Rising Sun, Maryland, with his Wife and their Dachshund Ollie.
