Toby French currently serves as the Acting Chair for the Delaware VOAD. He found his way to the DEVOAD through involvement in Team Rubicon (TR), where he is a Deputy Planner for the MD/DE Team. Toby has been active in disaster response since 2017 when he joined TR and has since then deployed for four major hurricane disasters (Irma in PR, Florence in NC, Harvey in Texas, and Michael in FL). He is fully trained in the Incident Command System (ICS) process. Toby authored the Initial Situation Report (ISR) for both the Laurel tornado in 2019 and for the TS Isaias tornado in August 2020 that led to TR response operations for both of those events (OP Blue Hens and OP Dover Downs). He was recognized for his volunteer work in Delaware as a recipient of the Governor’s Outstanding Volunteers Award for 2020. Toby is a retired Army Officer and retired from Federal Service in 2015, and currently resides in Seaford.
